Data Point: Was the 40 lakh elector increase in Maharashtra in 2024 unusual?

The surge in electors in Maharashtra became a subject of controversy after the Leader of the Opposition in the Lok Sabha, Rahul Gandhi, raised the issue at a recent press conference.
He pointed out that between the Lok Sabha polls in April 2024 and the Assembly elections just 7 months later in November 2024, Maharashtra added a massive 39.6 lakh electors. A figure significantly higher than the 32.2 lakh electors added between the 2019 assembly elections and the 2024 Lok Sabha polls.
Delhi is also a suspect of a similar controversy. Between May 2024 and February 2025, the elector list increased by 3.9 lakh. Over the previous four years, only 4.16 lakh electors were added.
While this is indeed a big jump, is this unusually high?
